Moving On From Picasa. Google’s old picture-editing program has been retired, but other free desktop or browser-based programs might be able to fill the void. Part of your Google account that you use with your Galaxy Tab includes access to the online photo-sharing website, Picasa Web. If you haven’t yet been to the Picasa website on the Internet, use your computer to visit. Configure things by logging into your Google account on that website. The Picasa account should be synchronized.

Older versions of Picasa
It's not uncommon for the latest version of an app to cause problems when installed on older smartphones. Sometimes newer versions of apps may not work with your device due to system incompatibilities.
